The Emergency Location Information (ELI) Service enables 111 emergency call takers to receive geographical information about the location of a caller. The Telecommunications Information Privacy Code 2020 (the Code) supports the ELI, ensuring that it operates in a privacy protective manner.

In 2020, the Code was amended to widen the scope to enable emergency services to more quickly locate people at risk of harm but who have not made a call to 111. The Code includes a requirement that the Office of the Privacy Commissioner undertake a review by 1 May 2022. The original intent of the requirement to review Schedule 4 was to assess the implementation of the 2020 extension.

The Office of the Privacy Commissioner has completed a review of the operation of Schedule 4 of the Telecommunications Code, as required. The extended system that the 2020 amendments enabled has not yet been operationalised. The scope of this review was therefore limited to identifying any significant issue(s) that would require action at this point in time in order to ensure that any future roll out meets privacy objectives. No significant risks were identified as part of the current review process.
